3. Project description (100 words or less)

The Charleston AFB first identified this project to move approximately 12,000 tons of steel reinforced concrete rubble less than three miles off the coast to enhance fish habitat and create opportunities forboth salt water fisherman and recreational sport divers. The rubble resutls from runway improvements at Charleston AFB, SC. The project consists of (1) transport approximately 12,000 tons of concrete rubble from the Charleston AFB to the former Naval base; (2) load rubble to barges; and (3) transprt the rubble in barges or other marine craft capable of carrying 12,000 tons to the Couth Carolina Dept. of Natural Resources and Corps of Engineers approved reef site that is less than three miles out to sea.

The Charleston AFB programmed a Pollution Prevention (P2) project for FY 2000 and received funding that was enough to get approximately 12,000 tons of concrete rubble transported off-base to a pier/dock and loaded onto barges. They sent a MIPR in the amount of $150,000 to the SC ANG. The base provided information requested by SC ANG and sent a letter requesting support of the SC ANG. The Navy allowed use of a pier at the former Naval complex in Charleston to load the rubble for hauling. The local South Carolina Dept. of Natural Resources picked up three sites off the coast of Charleston for the project. As of 31 July 2000, three barge loads of concrete debris have been hauled out to sea and dumped on existing reef sites. Work is being done on two more barge loads to complete the project.
