The purpose of the study was to identify sites where it may be possible to restore salt marsh vegetation by improving tidal flow. The focus of the Cape Cod study is the restriction of tidal flow caused by the construction of transportation facilities across coastal wetlands. A road which crosses a tidal wetland may include either a bridge or culvert to permit water to flow under the road. In the past, the design of these structures did not include consideration of the amount of tidal flow necessary to maintain the health of the wetland. At sites with transportation crossings, the invasion of Phragmites australis into a tidal wetland is used as the primary indicator of wetland degradation.

No project has been funded or constructed. The Section 22, Planning Assistance to States Study entitled, ?Cape Cod Wetlands Investigation? was completed in June 1996. This study assessed six sites and recommended possible further actions at 5 of the sites. The responsibility for implementing projects at these sites is at the state and local level. It is possible that the state will pursue funding through the Federal ISTEA program for some of the sites.

No, as required local partner for cost share agreement and funding. Section 22 program is a 50/50 cost share between federal and non-federal sponsor.
