Description of the Issue to be Resolved by the Project
Recreational and commercial boaters large enough to have holding tanks need some place to pump them out or they will direct discharge their waste into the waters of the Gulf. The Gulf of Mexico Program (GMP) has been promoting the installation of pump-outs and dump stations as part of a Gulfwide effort to improve water quality and reduce illnesses associated with eating raw shellfish.
Description of the Proposed Project
The Suwannee Water Management District has asked for information on the issue of resources and other commitments attached to putting in pumpouts, dump stations and other boat waste disposal facilities. Specifically what the staffing responsibilities, maintenance and operational costs, legal liability, etc. – will be after installing a pumpout or dump station.
The GMP will conduct interviews, and search for cost information on these subjects, including case studies from public marinas and will review literature on sewage treatment standards/requirements for marine sewage, and inexpensive systems meeting these requirements.
